This is a screening tool, not a rate study. It tells you whether a formal rate case is warranted — it does not produce a defensible rate schedule. Formal rate studies require a certified rate consultant. LRMS operates on your published rate structure; off-schedule arrangements (reduced rates for schools, grandfathered customers, contract-ops side deals) are not reflected and need to be overlaid manually.
